The Philippines must focus on building a diverse energy strategy for its future economy, weighing nuclear alongside renewables and new technologies.

President Ferdinand Marcos Jr.’s upcoming State of the Nation Address is set to elevate nuclear power once more in the national conversation. While the revival of the Bataan Nuclear Power Plant (BNPP) garners attention, the pressing question is not about resuscitating old infrastructure but rather how the Philippines can construct an energy framework that meets the demands of its future economy.
Traditionally, energy strategies in the Philippines have prioritized conventional industrial growth and population support. However, times have changed. The nation aims to attract investment in emerging fields such as artificial intelligence, semiconductor manufacturing, cloud computing, advanced electronics, and hyperscale data centers—industries that inherently have substantial electricity requirements.
The proposed Pax Silica technology hub in New Clark City serves as a testament to this rising demand, with projections indicating it may need around 3 gigawatts of power capacity—equivalent to multiple large-scale power plants. No matter its actual capacity, the project underscores the imperative for a more expansive electricity supply to support a modern economy.
Already, the Philippine electricity system grapples with several challenges: high power costs, reliance on imported fuels, disjointed island grids, and dwindling domestic natural gas reserves. Renewable energy sources are indeed growing rapidly but will not suffice alone to sustain continuous electricity supply without investment in effective, albeit expensive, energy storage systems.
Thus, the debate has shifted; the question isn't whether more electricity is necessary but how the country can deliver reliable, affordable, and low-carbon power that aligns with the industrial needs of the future.
Rethinking Nuclear Power
This evolving energy scenario sheds light on why many nations are re-evaluating nuclear energy.
The renewed enthusiasm for nuclear isn't an attempt to downplay the role of renewables but rather an acknowledgment that effective electricity systems require a balance of both intermittent renewable sources and stable, continuous power generation options.
Modern nuclear power presents several benefits: it generates minimal greenhouse gas emissions, operates regardless of climatic conditions, decreases reliance on imported fossil fuels, and can stabilize electricity prices over extended periods once operational. These aspects make it an attractive choice for countries aiming to increase their power generation capacity while simultaneously reducing carbon emissions.
However, nuclear power is not without its challenges. It requires significant investment, extended construction timelines, a skilled workforce, and stringent regulatory frameworks. Political stability and long-term commitment are equally essential—qualities that cannot be ensured through engineering prowess alone.
The Philippines boasts a wealth of technical talent. Numerous Filipino engineers and scientists excel in some of the world’s most advanced industries. Yet the obstacles lie more in institutional structures rather than human capability.
A successful nuclear power program hinges on independent regulatory bodies, transparent procurement processes, strict safety standards, continuous operator training, effective emergency response, and a culture of safety that transcends shifting political landscapes. Inconsistent governance, which may be acceptable in other infrastructure projects, becomes critical when discussing nuclear energy.
Therefore, the focus of the nuclear discourse should shift from merely discussing reactor technology to the underlying institutional capacity to support it. The real concern isn’t whether Filipinos can manage a nuclear facility—clearly, they are able—but whether the country can maintain the regulatory and disciplinary framework essential for the secure and sustainable operation of such a program.
A Broader Perspective on Energy Sources
The approach to the BNPP also demands reevaluation. The decision to salvage this facility should not merely stem from past investments nor should it be dismissed due to its controversial history. The critical analysis should center around whether refurbishing a plant designed over forty years ago offers greater value compared to investing in newer reactor technologies that align with contemporary safety and engineering standards.
Among these newer options are Small Modular Reactors (SMRs), which promise lower initial expenditures, modular assembly, and enhanced flexibility for varying electricity demands in different regions. While SMRs are still developing commercially, they could be particularly advantageous for an archipelagic nation like the Philippines where demand for electricity fluctuates greatly.
The key takeaway is that there's no need for an immediate preference for one energy option over another. Every possibility—from reviving the BNPP to implementing SMRs—should undergo an objective assessment based on safety, economic viability, feasibility, and long-term national strategy.
Embracing either renewable energy sources or nuclear power alone won't suffice. The Philippines requires a well-rounded energy strategy that integrates various technologies and harnesses their respective advantages.
Renewable energy should continue to expand, bolstered by investments in energy storage, transmission networks, and grid modernization. Concurrently, officials need to evaluate nuclear’s potential as part of a diversified energy system capable of satisfying the reliable, low-carbon electricity demands of a progressively digital economy.
This discussion is no longer limited to a power plant envisaged in the 1970s. It’s about equipping the Philippines for a competitive economy in the 2030s, 2040s, and beyond.
Nations aiming to lead in technology sectors like artificial intelligence and advanced manufacturing can't rely solely on investment allure. They need to provide the robust electricity supply these industries drastically require.
Hence, the dialogue must extend beyond Bataan. The future won't hinge on nostalgia or ideology but will rely on sound engineering principles, disciplined governance, and far-reaching strategic planning.
